The latest revision of the GUP presents a modern developmental vision for the city, after 30 years of an outdated plan. The new plan aims to solve land-use problems by leveraging Thessaloniki’s competitive advantages and creating a favorable framework for investments.At the same time, it addressed critical challenges such as the parallel preparation of Local Urban Plans (LUPs) requiring coordination, the management of green-space deficits and public areas, the meeting of social infrastructure needs for each municipal unit, and the city’s development reorientation.

  • Social infrastructure: The GUP organizes the municipality into 24 neighborhoods, sets a maximum population, and reserves all suitable municipal land for public and communal uses (including parking) in order to eliminate infrastructure deficits.
  • Green-space management: It foresees large metropolitan parks adjacent to major investment zones, as well as specially protected areas (the peri-urban forest and streams), supporting pedestrianization and non-motorized transport networks for a more sustainable city.
  • Development reorientation: The city expands westward (e.g., including the 800-stremata Lahanokipoi area with central, residential and green uses, while special incentives are introduced for the reuse of inactive building stock and the revitalization of historic structures.

The study now serves as the framework for organizing special development zones, ensuring favorable regulations and incentives in selected areas to boost the city’s competitiveness and developmental dynamism
